The ILPI team has a rich experience in the analysis on public policies, for which it draws on the disciplinary approaches of economics, political science and management science. The team has provided reports, advice and methodological support to a host of governmental and inter-governmental organisations regarding the design, monitoring and evaluation of public policy in fields as varied as growth and employment, government spending, welfare programmes, or disaster risk management.

The programme covers four main areas of activity:

Policy analysis and evaluation
ILPI provides analyses of policy measures, outputs and outcomes in a variety of policy fields. ILPI’s work in this area includes standard economic and statistical analyses, qualitative and quantitative policy evaluation using tools such as cost-benefit analysis and regulatory impact analysis, as well as more formal decision analysis representing the policy-making process by decision trees or Bayesian networks.

Government organisation and strategy
The ILPI team has experience in examining the structures of government, the distribution of functions among its entities and the analysis of policy from a whole-of-government perspective. Rather than specific policy measures, what is scrutinized here is the overall framework of policy-making, including the elaboration, implementation and monitoring of governmental strategies, cooperation between different parts of the government, science-policy linkages, as well as stakeholder consultation and deliberation.♭♮

Risk assessment and management
The ILPI team has expertise in a broad range of risk assessment and management methods, which it applies to policy issues where uncertainty is prevalent. These include disaster risk analysis and reduction, vulnerability and equity considerations in the face of risky outcomes, climate change mitigation and adaptation policies, but also generic risk management approaches to policy-making.♭

Political economy of energy systems
ILPI has a strong and long-standing interest for the interplay between economic development, government structures and energy policy choices. ILPI develops studies on the governance of energy policy, with two particular focal points: resource management in resource-rich countries and the public monitoring of civil nuclear energy and nuclear safety.♮
