On 18 October 2016, ILPI Senior Partner Gro Nystuen gave a presentation on the use and threat of use of nuclear weapons at a side event at the UN General Assembly First Committee. The side event was hosted by the government of New Zealand. In her presentation, Nystuen argued that questions about the threat of use of nuclear weapons should not be conflated with questions about the potential use of such weapons. International humanitarian law generally does not concern itself with threats of use, she pointed out. Discussing threats under the heading of humanitarian law, she argued, could break down the distinction between jus in bello (the rules governing the conduct of warfare) and jus ad bellum (the rules governing the initiation of war).
