Aquinaldo Mandlate worked as Senior Legal Advisor at ILPI primarily on the Angola Human Rights Training project. He has worked at MGA Advogados e Consultores, currently known as CGA Advogados & Associados, and has also been engaged in multiple consultancy tasks and participated in the development of key African regional and sub-regional documents such as the Guidelines for Repatriation of Children on the Move in Mozambique, South Africa, and Zimbabwe.
Mandlate’s expertise and interests are focused on promoting good governance and the rule of law, and he is passionate about public international human rights law, generally. He has supported the work of regional institutions such as the African Committee of Experts on the Rights and Welfare of the Child, which monitors the implementation of the African Children’s Charter. Currently, he is involved in research and teaching international human rights law in South Africa, Angola and Mozambique. Mandlate has a number of publications and has compiled the first ever comprehensive comparative law study focusing on the implementation of children’s rights in Lusophone Africa (Angola and Mozambique).
Mandlate holds a PhD/LLD (Public International Law) from the University of the Western Cape (South Africa), LLM (Human Rights and Democratisation in Africa – HRDA) from the University of Pretoria (South Africa) and Licenciatura em Direito from Universidade Católica de Moçambique (Mozambique). His studies covered various topics of law ranging from governance, human rights, business, and development.
